Android Developer tools or ADT is father of all in fact it is plugin for Eclipse IDE that provides a suite of tools that are integrated with Eclipse. It can save lot of time of any developer. It provides GUI access to many command line SDK tools and UI esign tools that help in prototyping design and build the app.

Without SDK it seems impossible to develop any app. You can be a game developer or other general app creator, you will need Android SDK. You will get all libraries, debugger, handset emulator, documentation help, tutorials for development and more. Also note that this tool is compatible with Windows, Linux and other OS too.

If you like C/C++ programming for smart phones then you can use NDK. One feature which I admire much is that it very well integrates with Android SDK. Though there are some limitations when we talk about variety of apps but NDK surely helps in compilation of libraries written in C and other languages to ARM or x86 native code.

I know when we talk about a free open source like Android then 5 is a little number but in any case we need to take those initial few steps to cover those hundreds of steps before our destination.
